Illegal construction affecting most world markets

Today unauthorized construction is considered to be a sore subject by the sheer majority of world’s real estate markets.

For the purpose of constructing an unauthorized structure, the so-called client not only needs to provide with counterfeit documents, but he also must find a company that would risk building without proper authorization. Without doubt money, connections and corrupt state functionaries can solve the problem.

The reason behind many bootleg constructions is difficulties related to formal juridical procedures. A client first needs to overcome various obstacles invoked by the bureaucratic system if he is planning to build a house. Sometimes acquiring the needed document might even take several years, so the houses are started to build without juridical approval.

The same goes for building works in construction-restricted locations. The proprietors of backstreet buildings hope that their shadowy lee constructed in restricted area will remain unnoticed. But what if it gets noticed? With the help of considerate bribe the vital construction authorization can be arranged in no time. The houses cost a fortune and that is why no one expects them to be simply undone.

The European states and their neighbors are trying to solve the problem of unauthorized building. During his second term of office, the Prime Minister of Italy Silvio Berlusconi declared that he would legitimize all illicit construction work, if the offender would contract to construct a park, a garden, or a children’s playground next to unauthorized structure. This kind of the statement must have made dozens of corrupt state functionaries and proprietors of illegal construction business very happy – to plant few trees right across the street isn’t big of a challenge.

Furthermore Prime Minister of Italy argued that the idea of demolishing unauthorized structures using bulldozers is outdated, and that the new law would help to create the new blossoming and evergreen Italy. But in reference to the fact that S. Berlusconi is accused in eight lawsuits, his true intentions could be doubted. He is alleged of taking part in underhand political dealings of legitimizing illicit constructions instigated by large commercial groups.

If the similar law would be accredited by Lithuanian officials, the whole national park of Curonian Spit would soon be vastly overbuilt with dozens of structures and, of course, tiny playgrounds.

News.World-Estate.com reports, that in Russia, where corruption has always been considered as one of country’s business trademarks, the unauthorized structures will be sought out with the help of satellite based tracking system by doing photos from space. The pictures taken ten years ago will be compared with recently obtained satellite photo material and thus reveal newly built structures in the vicinity. The information will be given to local authorities who will verify whether the structure is built in accordance with the laws or illegally. The system is to be tested for the first time in Samara, and then adapted in other seaboard regions.

The problem concerning illegal construction is more common to poorly developed post soviet countries of Eastern Europe. In these states proprietors of big business have the ability to influence the government of state and the functionaries are corrupt. It is not surprising that both parties have created a mutual and quite profitable bond.

In Western Europe illegal constructions are a less occasional phenomenon. Sometimes illegal construction is urged by a loophole in juridical system but the cases of unauthorized structures built in construction-restricted areas are most uncommon.
